A primitive root; properly, to be shrill, i.e. To whistle or hiss (as a call or in scorn) -- hiss.
KJV: And at this house, which is high, every one that passeth by it shall be astonished, and shall hiss; and they shall say, Why hath the LORD done thus unto this land, and to this house?
NASB: "And this house will become a heap of ruins; everyone who passes by will be astonished and hiss and say, 'Why has the LORD done thus to this land and to this house?'
