Or chelkah {khay-lek-aw'}; apparently from an unused root probably meaning to be dark or (figuratively) unhappy; a wretch, i.e. Unfortunate -- poor.
KJV: He sitteth in the lurking places of the villages: in the secret places doth he murder the innocent: his eyes are privily set against the poor.
NASB: He sits in the lurking places of the villages; In the hiding places he kills the innocent; His eyes stealthily watch for the unfortunate.
KJV: He croucheth, and humbleth himself, that the poor may fall by his strong ones.
NASB: He crouches, he bows down, And the unfortunate fall by his mighty ones.
